What is the Eco4 scheme?

The Energy Company Obligation (ECO4) scheme is a government initiative designed to help low-income households and those in rural communities make energy-efficient improvements to their homes. In order to be eligible for government funding under the ECO4 scheme, households must meet certain criteria, which includes:

  1. Income level: The ECO4 scheme is targeted at low-income households and those in rural communities who are struggling to pay their energy bills. To qualify for funding, households must be in receipt of certain means-tested benefits, such as Income Support, Pension Credit, or Universal Credit.
  2. Property type: The ECO4 scheme is open to a range of property types, including privately-owned homes, social housing, and rented properties. However, the type of funding available will depend on the type of property.
  3. Energy efficiency measures: In order to be eligible for funding, households must have certain energy efficiency measures installed in their homes. This could include things like loft insulation, cavity wall insulation, or a new energy-efficient boiler.
  4. Funding available: The amount of funding available will depend on a number of factors, including the type of property and the energy efficiency measures required. Some households may be eligible for a full grant, while others may need to contribute towards the cost of the improvements.

Installer will apply for a council declaration on your behalf.


Have your health conditions worsened by living in a cold home? (e.g., cardiovascular diseases, breathing issues).

Proof Required: Medical evidence from a GP, NHS Trust, or health board regarding health condition.
Installer will apply for a council declaration.


Do you meet two of the following conditions?

  • Receive a Council Tax rebate (excluding single person rebates).
  • Live in a Lower Super Output Area.
  • Receive free school meals due to low income.
  • Referral from local authority or Citizens Advice for support with energy bills. - Energy debts for more than 13 weeks, in a repayment plan.
  • Pre-payment meter with recent disconnections or receiving credit.
  • Meet NICE Guidelines for vulnerability (e.g., older adults, individuals with disabilities, low-income families).

Proof Required: Evidence of vulnerability (e.g., council letters, referral confirmations).
Installer will submit proof and apply for a council declaration.


Do you meet any of the following property conditions?

Property Requirements

  • The property must be the main residence.

Energy Performance Certificate (EPC) Requirements:

  • Own home: EPC must be D, E, F, or G (only E, F, or G accepted for funding).
  • Rented home (private landlord): EPC must be E, F, or G.
  • Rent from social housing: EPC can be a D rating (for innovation measures).

Additional Requirements:

  • Inefficient heating that requires upgrading (e.g., not condensing or combi boilers).
  • You cannot apply for a second home, but you can apply if you own buy-to-let properties occupied by eligible tenants.

Proof Required: Evidence of vulnerability (e.g., council letters, referral confirmations).
Installer will submit proof and apply for a council declaration.


Permission to Use Energy Saving Trust Datamatch Service?

We would like to request your permission to utilize the Energy Saving Trust (EST) datamatch service to confirm your eligibility for the Energy Company Obligation (ECO) scheme.
To verify your eligibility, we need to share your information with the Department for Work and Pensions (DWP) through the EST. This will allow us to determine whether you are receiving the necessary benefits to qualify for the ECO scheme. Please be assured that neither Ecozeal Ltd. nor the EST will have access to specific details about the benefits you receive; DWP will only confirm if you qualify based on your ECO-related benefits. Rest assured, this process will not affect your future benefit payments.
If you prefer not to have your information shared with the EST, you will need to provide us with copies of documents that verify the benefits you receive from the DWP.
